CEC: Referendum on cancellation of mixed system will not take place due to numerous errors in the package of documents
In addition, recommendations of the Venice Commission also influenced the decision. The Central Election Commission commented on the decision to refuse to hold a referendum on the abolition of the mixed voting system.
According to the CEC, the package of documents is full of mistakes and contradicts recommendations of the Venice Commission, vesti.md reports. So, one of the procedural violations is the fact that after notifying the mayoralty about the place and date of the meeting of the initiative group, the required period of 10 days for its organization was not observed. Another detected violation is indication of one person on the list of members of the initiative group twice. In addition, only 726 people out of 744, submitted applications for consent and copies of identity documents.
Inconsistencies were also revealed in the election of the chairman, vice-chairmen and the Executive Committee and between the text of the bill proposed for holding the referendum and those submitted to the Central Election Commission. Another argument was that, according to the Code of Good Practice on Electoral Matters adopted by the Venice Commission, the electoral system should not change if less than a year remains before the elections. And, as is known, this year the next parliamentary elections should take place. Thus, based on the above arguments, the Central Election Commission decided to reject the initiative group's statement on holding a referendum.
